Industry told of another industry decline if incentives aren’t more competitive

As Massachusetts, New York, and now possibly Wisconsin offer aggressive tax incentives to lure film production to their states, the Illinois Production Alliance is calling for Illinois to strengthen its own Production Tax Credit or face another industry downturn.

Insisting that revenue growth over the past two years is unsustainable without further action, the IPA laid out a series of legislative initiatives to make Illinois more competitive.

“There’s a wrong assumption that the pictures that shot here after the incentive was passed, were here for the incentive,” said “Ice Harvest” co-producer Tom Busch at the Feb. 3 meeting at Resolution Digital Studios.

“They weren’t. They were here because someone high up in the production wanted to shoot here, and the incentive made it a little bit easier for them to justify,” said Busch, who is IPA membership chair.
